The 2012 OOSSMark Program, including the Annual OOSS Benchmarking Survey of 2011 results, is set to launch on Friday, June 1, 2012. With five years of benchmarking development, OOSS has established the single most comprehensive and annualized approach to enable ophthalmic-oriented ASCs (single and multispecialty) to compare practices and performance with 200+ facilities across the country. By completing an online survey anytime from June 1st to December 31st, participating facilities receive a custom report including detailed clinical and business benchmark measures.
All current OOSS members and previous participants in the program will receive invitations via email on June 1st. Participation of non-OOSS members is welcome and complimentary to all considering the time and effort required to participate and the value of the shared information. All reported information is aggregated and individual facility responses are shared only with the participating facility.

OOSS in collaboration with the American Academy of Ophthalmic Executives (AAOE) the practice management arm of the American Academy of Ophthalmology will be introducing a series of ASC modules focused on the financial and operational aspects of ASC management. Topics include quality and performance operations financial management marketing development and design and ophthalmic ASC coding. Modules will be available for purchase in the Academy store in late March.

Directors and owners of eye care surgery centers choose membership in industry organizations for various reasons. One is to have a common voice to represent their centers to government agencies. Another is to share information with similar centers in order to set goals for continuous improvement. To that end the Outpatient Ophthalmic Surgery Society (OOSS) developed a benchmarking survey and database that captured its first round of data for the 2007 calendar year. In 2009 more than 100 ophthalmic surgical facilities participated in the 2008 benchmarking survey which focused on financial and operational efficiencies as well as clinical results. (more…)

In my last OUTLOOK column I outlined the multitude of legislative and regulatory challenges ” and opportunities ” facing progressive ophthalmologists and ophthalmic ASCs in the year ahead and presented the OOSS game plan for addressing them. With the massive and unsettling health care reform initiative behind us and a election that could change the face of Congress ahead we might take this relatively brief moment of calm to visit where we stand with respect to the issue that always tops our agenda ” ASC facility reimbursement. Let’s reflect on an important point: Is your ASC the most profitable component of your organization? Throughout the years of Medicare reimbursement havoc, while your professional fees have dropped year after year, hasn’t it been remarkable that ASC facility fees for cataract surgery have gradually risen or remained stable, (and, indeed, under the new payment system that OOSS helped design, fees for retina and glaucoma services increased dramatically)? Hasn’t the list of services for which facility fees are provided expanded to include virtually every ophthalmic code. Going back twenty years, haven’t we beaten back every effort by the hospital industry to curtail physician ownership of ASCs. Working with the AAO and ASCRS, didn’t OOSS prevail on the Joint Commission to reverse its misguided decision to ban the use of flash sterilization in ophthalmic ASCs. Medicare Payment for Corneal Tissue: A Primer for ASCs

Q: How is an ASC reimbursed for keratoplasty?
A: Under Medicare’s revised outpatient prospective payment system for ASCs which took effect in January 2008 CMS pays a flat fee based on ambulatory payment classifications (APCs). Under this new methodology which was required by the Medicare Modernization Act of 2003 (MMA) some ASCs are rewarded for operating efficiently while other ASCs find that the payment rates are inadequate. The new regulation treats almost all supplies used in the ASC as part of the facility fee for purpose of reimbursement. Processing corneal tissue for transplantation is a noteable exception it is reimbursed separately. (more…)
